Theater Information Operations Support Planner – USSOUTHCOM – J39 – TS/SCI
SRG is seeking an experienced Information Operations (IO) planner to Assist MILGRP J5 in the institutionalization of IO within the COLMIL by assisting the COLMIL Acción Integral develop and updating of doctrine and force structure, increasing capacity to plan and assess IO, and develop and implement an IO curriculum for the COLMIL educational institutions. Assist COLMIL in exporting IO to other Partner Nations; assist Senior leaders in developing a full-spectrum IO strategy; promote the establishment of IO as a military branch and assist the military in developing IO strategies in support of their current and post-conflict requirements; conduct assessments of strategic and operational plans and assess operations.
The IO Planner is expected to provide expert mission analysis, analytic problem solving, and assessment of information operations; creative use of information systems and information-related capabilities (IRC); integration with inter-agency and intelligence community (IC); knowledge of and ability to develop innovative concepts to counter adversarial use of information in the Information Environment (IE); and significant or key cultural considerations that affect operational and tactical planning, security, accreditation, risk assessment(s).
The candidate should demonstrate the ability to review, analyze, and operationalize tactical and operational-level IO-related directives supporting maneuver elements.
Forward Deployed Bogotá, Columbia
1. Assist MILGRP in all aspects of IO planning when required.
2. Develop/update COLMIL plans that increase the institutionalization of IO within its Acción Integral process. These plans include increasing the capacity to assess IO activities and integrating IO into the COLMIL educational institution. Provide J39 plan update changes within 96 hours of authorization.
3. Assist the USSOUTHCOM Component in preparing for and executing exercises and SME conferences with Colombia. These engagements will be identified in the fiscal year Operation SOUTHERN VOICE (OSV) plan. Additional information is provided through the monthly IO VTCs. Coordinate visit schedule, COLMIL meetings, and opening and closing ceremonies at a minimum. Any additional specific tasks to assist the Component will be identified in the Component’s final CONOP. Final approved CONOPs are usually prepared 60 days prior to the event.
4. Assist MILGRP J3 in all aspects of operations security management and training. Support USSOUTHCOM OPSEC surveys and Partner Nation Operations Security Concept events within the AOR.
5. Coordinate and synchronize strategic and operational IO and IRC activities, SCJ39 exchanges and events, and strategic communication meetings on behalf of USSOUTHCOM J39 and Office of Strategic Communication with directors of the COLMIL J5, GAC, DIRAI, GAHD, ESMAI, and UACT. Update SCJ39 at least every two weeks on ongoing coordination activities.
6. Through the MILGRP J5, support COLMIL operational IO planning at division and brigade levels. Support efforts must be approved by MILGRP J5 and receive USSOUTHCOM J39 approval NLT 45 days prior to execution.
7. Provide the SCJ39 a monthly written report on all activities and planning/support tasks NLT ten days into the following month.
8. Develop a yearly engagement and event plan based on the fiscal year system OCT-SEP. The plan must be completed by NLT August each year. Develop the plan in coordination with SCJ39.
9. Develop an annual IO engagement and event plan with Colombia in coordination with SCJ39.
10. Conduct IO planning for the U.S. Security Cooperation Office (SCO). The SCO must approve all IO plans and tasks.
11. Develop content for the IO tabs and appendices per CJCSM 3130.03 18 October 2012 in the U.S. Security Cooperation Office Country Support Plan to the USSOUTHCOM Theater Campaign Plan.
12. Provide IO and IRC planning support to MILGRP Colombia and the U.S. Security Cooperation Office’s Missions (Army, Navy, Air Force) for daily operations and any short notice, crisis, or contingency operation.
13. Assist MILGRP Colombia in planning, developing, staffing, coordinating, evaluating, and integrating IO and IRC into all USSOUTHCOM activities and operations.
14. Support the preparation of information papers, decision papers, CONOPs, correspondence, and other documents required to support the COLMIL IO mission and SCJ39 engagement with the COMIL and Colombian Interagency.
15. Support USSOUTHCOM OPSEC Surveys and Partner Nation OPSEC Courses in theater.
16. Support USSOUTHCOM MISO planning and executions when tasked.
1. Recent Joint or Service-Level Information Operations planning experience as an IO strategic planner, with a minimum of two (2) years of Joint Service at a combatant command or service component headquarters or higher.
2. Completed the following military courses:
· Joint Information Operations Planning Course (JIOPC)
· Any service IO or MISO planning course: Functional Area FA30 Army Information Operations Planner Course (AIOPC – Army IO Officer) / FA37 PSYOP/MISO Planning Course, 14F (USAF IO Officer) or 0551 (USMC Information Operations Specialist).
· Knowledge of JOPP, MDMP, and MCPP planning and targeting processes and expertise in developing and accessing tactical and operational IO/MISO plans and orders.
3. Have at least 8 years of experience with IO planning at the service or joint level, working that support operations with Combatant Commands or Joint Task Forces.
4. Experience with integrating, coordinating, and synchronizing adjacent and supporting operations and developing support for related capabilities and their activities. Be familiar with, certified in, or have applicable operational/field time experience in:
· Psychological Operations (PSYOP) / Military Information Support Operations (MISO)
· Military Deception (MILDEC)
· Operations Security (OPSEC)
· Tactical Electronic Warfare (EW)
· Cyberspace Operations
· SIGINT related activities
5. Ability to engage senior JIIM leaders and staff and conduct operational and informational briefings to a large audience.
6. Ability to work effectively within a task-organized working group and expertise in planning, integrating, and coordinating with inter-agency and intelligence community entities. 7. Must be a U.S. Citizen.
