Senior Subject Matter Expert / Principal Consultant

Strategic Resilience Group (SRG) seeks Category Management (CM) professionals to support the General Services Administration’s (GSA) Gov-wide Acquisition Services Division. Members of our team will assist with the development and execution of program strategies that support and advance the maturity and adoption of category management (CM) government wide. SRG will employ a collaborative and iterative methodology for developing deliverables and problem-solving to support our customers’ goal of achieving a consistent and comprehensive government-wide CM strategy. CM is the organizing principle the federal government is using to drive smarter, more efficient buying practices, and enables the government to eliminate redundancies, increase efficiency, and deliver more value from the government’s acquisition programs.
Position Overview
We are seeking an experienced Senior Subject Matter Expert (SME) / Principal Consultant to lead a government-wide Category Management (GWCM) program supporting the General Services Administration (GSA) and the Office of Management and Budget (OMB). The SME will provide strategic oversight, stakeholder engagement, and program execution to ensure alignment with federal acquisition strategies.
Salary: $168,000 – $205,000
Washington, D.C. (Hybrid/On-site)
- Serve as the primary contract representative, managing all contractual and financial matters.
- Lead strategic planning and provide expert guidance on category management, procurement analytics, and acquisition policy.
- Provide proactive strategic advice to clients, manage internal resources and finances, and report on key metrics like budget utilization, resource constraints, project issues/risks, etc. via standard tools and dashboards.
- Oversee program execution and risk management and serve as the primary quality assurance expert to ensure that deliverables and services are provided at the highest level of quality.
- Communicate regularly with clients to proactively estimate future service needs.
- Must maintain a pipeline of skilled resources.
- Advise GSA and OMB leadership on spend analysis, Best-in-Class (BIC) initiatives, and policy rollout.
- Develop and implement performance-tracking dashboards and governance models.
- Lead stakeholder coordination, internal resource management, and budgeting.
· BA/BS degree in Business, Accounting, Finance, Economics, Statistics, Acquisition, or Contracting.
· 10+ years of experience in category management, federal procurement, or strategic sourcing.
· 3+ years leading government-wide programs and managing contracts of similar size, scope, and complexity.
· Experience working directly with GSA and OMB executives on PMA-related efforts.
· PMP Certification required.
