Program Manager
This position is Contingent Upon Contracts Award.
SRG is seeking an experienced Program Manager to lead a team providing comprehensive financial management support services to the Department of Homeland Security (DHS). These services encompass accounting, auditing, financial analysis, Financial Operations Support, Travel Management, Bank Card support, Conference Management, Front Office Support, and SharePoint Development and Management.
The Program Manager will be the primary point of contact for all technical and administrative matters related to the contract.

They will be responsible for maintaining regular communication with the Contracting Officer (CO) and the Contracting Officer’s Representative (COR), as well as overseeing a team of 19 full-time employees (FTEs) across five branches of DHS Science and Technology (S&T) Financial and Business Division (FBD).
- The PM will manage key deliverables, including weekly progress updates and monthly cost and performance reports. They will supervise analysts, planners, and subject matter experts (SMEs) supporting the five FBD branches: the Budget and Performance Branch, Financial Services Branch, Financial Management Branch, Internal Controls Branch, and the Systems and Information Sharing Branch.
- Must possess a bachelor’s degree and a minimum of 5 years of Program Management in support of Federal Government conference management and financial operations.
- The candidate should demonstrate the ability to:
- Absorb, organize, and communicate large quantities of information in a fast-paced environment in a clear, concise, and accurate manner.
- Keep informed of the mission, organizational structure, key personnel, current activities, status of current projects, and any issues affecting the organization.
- Communicate with senior staff, customers, and other staff in a manner that is clear, concise, succinct, and professional.
- Manage a variety of functions simultaneously and with flexibility to work under competing demands and deadlines.
- Operate independently and work collaboratively in a team environment.
- Proficiency in Microsoft Office products including Microsoft Teams and PowerPoint
- Must be experienced in Windows operating system and Microsoft Office.
- Must be fluent in written and spoken English.
- Candidate must have fitness vetting for Public Trust.
- Experience with Federal Financial Management System (FFMS), Web View, and Analytical Tracking Systems (STATS).
- Desired Knowledge/Skills Requirements:
- Government Travel Management in compliance with Federal Travel Regulations (FTR).
- Government Bankcard Management Services and GSA SmartPay Programs.
- Conference Management Support.
- Internal Controls/Financial Audit Services in accordance with the Federal Managers Financial Integrity Act (FMFIA) and OMB Circular A-123.
- Executive Support, Share Point and Records Management.
- NARA, GSA, and DHS record keeping standards and procedures.
